The request to use 1618.725–1621.35 MHz outside the US specifically "in any jurisdiction where Iridium is not authorized to operate" is an unusually explicit attempt to occupy the negative space in a rival's global licence map, filed while that rival is mid-acquisition by Rocket Lab.
