ESA picks ICEYE and Leonardo for EU Earth-observation blueprint
What happened
ESA awarded two 12-month study contracts on September 17 to design its future Earth Observation Governmental Service, one to an ICEYE-led consortium called ARISE, the other to Leonardo. ARISE also includes Indra Space, Rheinmetall and HISDESAT. Leonardo's group includes Thales Alenia Space, Telespazio and e-GEOS. Neither contract's value was disclosed. The studies run through 2027, ahead of a planned 2028 EOGS rollout under the EU's next budget cycle — deployment itself, not just design, is still years away.
Read-across for SES
ICEYE now leads one of only two consortia shaping the design of the EU's future sovereign satellite-imagery service. That is a third sovereign-adjacent role inside weeks of BlackSky's NRO and French deals. It sharpens the buy-smallsat-capacity pattern already visible at BlackSky, Planet, MDA and NOAA. Incumbent primes are picking EO-adjacency partners before SES's own space-data push has landed a comparable role.
As the brief filed it
[AGE: 1d] ESA awarded ICEYE's ARISE consortium and a Leonardo-led group parallel 12-month study contracts Sept 17 to design the EU's future Earth Observation Governmental Service. ICEYE now leads one of just two design tracks.
